The Article discusses the suspension and removal of public officials for offenses committed by them while serving the government. This is done by tackling and comparing a series of judicial decisions on the matter and by highlighting the jurisprudential doctrine applicable at the time the Article was written. In the end, it also puts an emphasis to the fact that essentially, the goal is not to provide punishment per se, but to improve the public service to the people.
