This is a Privileged Speech delivered on 28 August 2007 in relation to the pending investigation of the 2004 Presidential Election controversy involving Commission on Elections Commissioner Virgilio O. Garcillano in the Senate.

The Speech stresses the constitutional ban on the use of illegal wiretaps as absolute while reconciling it with parliamentary immunity and comparing it with the United States Constitution.
