This Speech is the Keynote Address delivered before the University of the Philippines, College of Medicine Seminar on IRCT-SMU Training of Users (TOU) “Prevention through Documentation” on 19 January 2008, at the Meralco Management and Leadership Development Center (MMLDC) Foundation, Inc., Sumulong Highway, Antipolo City.

The Speech focuses on international instruments against torture: the United Nations Convention Against Torture and the Manual on Effective Investigation and Documentation of Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment, the Istanbul Protocol.
