Written in the Filipino language, the Author in this Article examines the primary purpose of the law, which inures to the ultimate welfare of society. In the process, he discusses the relationship between the government and the governed, the powers of the former always being made subject to the demands of the latter. This dispenses with the notion that power originates solely from the authorities and is thus exercisable in any manner that the latter wants. In the end, he declares that at the opposite end of the line, the people must also contribute their part.
